Four charging national standards to implement electric vehicles on track

On December 27, 2011, the Ministry of Industry and Information Technology and other departments approved the release of four national standards concerning electric car charging interfaces and communication protocols, and will implement it on March 1, 2012.

The four standards are "Connecting Devices for Conductive Charging of Electric Vehicles Part 1: General Requirements" "Connecting Devices for Conductive Charging of Electric Vehicles Part 2: AC Charging Interface" "Connecting Device for Conductive Charging of Electric Vehicles Part 3: DC Charging Interface ""The communication protocol between non-vehicle conduction chargers and battery management systems for electric vehicles." These standards were drafted by the National Energy Administration of the People's Republic of China, the Ministry of Industry and Information Technology, the Electric Power Enterprise Association, and the Steam Research Center.

There has been no uniform standard for charging interfaces for electric vehicles in China. Enterprises “staking their way” and “doing everything”, resulting in the same company selling electric cars in different parts of the country must be connected with the standards implemented by various localities. For example, in Beijing, the national grid standard should be used, while in Shenzhen, the standard of the South China Grid should be adopted. This confusion is not conducive to the long-term development of China's electric vehicle industry.

The relevant person in charge of the Ministry of Industry and Information Technology of the Ministry of Industry and Information Technology stated that under the coordination and support of the National Standards Committee, the Ministry of Industry and Information Technology, the Energy Bureau, and the Electric Power Enterprise Federation jointly launched the four standards, unified relevant markets, and filled the domestic gap. China's electric vehicle industry has far-reaching implications.

The person in charge said that the implementation of the four national standards will provide important technical and standard support for the construction of electric vehicle infrastructure, improve the standard system of new energy vehicles in China, promote pilot demonstration of new energy vehicles, and promote new energy in China. The coordinated development of automobiles is of great significance.

In fact, before all parties involved in the manufacture of electric vehicles and around the construction of charging stations, charging piles and other facilities, have encountered the contradictions brought about by the inconsistent standards, to some extent, hindered the rapid development of the electric vehicle industry.

It can be said that the entire upstream and downstream companies in the electric vehicle industry chain are eagerly awaiting the introduction of industry standards as soon as possible.

There are still a number of standards to be announced as early as November 2010. The Ministry of Industry and Information Technology has already asked for opinions on the relevant standards for pure electric vehicles to charge power stations, and announced three series of recommended national standards such as “Connecting Devices for Conductive Charging of Electric Vehicles” to the public. opinion.

According to reports, the above-mentioned standards are based on the principles of joint participation in the automotive industry, energy industry, and electrical industry. The three typical companies in the three industries have participated in the drafting and discussion of the standard and fully considered the harmonization and coordination with the existing standards.

According to Wei Zhaofeng, the chairman of the National Standards Committee, the reporter disclosed that at present China has formed a coordination mechanism for the standardization of electric vehicles, which is composed of the National Standards Committee, the Ministry of Science and Technology, the Energy Bureau and the Ministry of Industry and Information Technology. To date, there are a total of 25 standard planning projects related to electric vehicle charging facilities. Among them, to complete the standard preparation, six standards have been submitted for approval, one approval draft has been issued, 11 review drafts have been submitted, one draft for solicitation of opinions, and five preparation stages. The standards related to charging facilities for electric vehicles mainly include the following aspects: charging interface and communication protocol standards; charging station construction and operation standards; replacement station construction standards; standards for the coordination of charging facilities and power grids.
