After the scale of automobile production and sales jumped to the top in the world, China’s development goal of new energy vehicles also pointed to the global leader.

The reporter was informed that the "Energy Conservation and New Energy Vehicle Development Plan (2011 to 2020)" (hereinafter referred to as "Planning"), which was led by the Ministry of Industry and Information Technology, has been completed and is currently seeking opinions from relevant ministries. If all goes well, it will be finalized this month and submitted to the State Council for approval, becoming an important policy to lead the development of China's new energy automobile industry.

This "plan" details the development goals of China's energy-saving and new energy vehicles and a series of supporting methods. Once implemented, the key component industry of China's new energy vehicles will be the first to usher in rapid development.

Development planning: the world's first market size

According to the "Plan", pure electric vehicles will become an important strategic direction for the transformation of the automotive industry. China will eventually realize the industrialization of plug-in hybrid vehicles and pure electric vehicles; it will also accelerate the development of fuel cell vehicle technology. This is the same as the previous focus on electric vehicles in the new energy vehicle subsidy program.

The "Planning" details the development goals of China's energy-saving and new-energy vehicles. By 2020, the new energy vehicles will be industrialized and market-scaled in the world, including new-energy vehicles (plug-in hybrid vehicles, pure electric vehicles). The number of energy-saving vehicles represented by hybrid vehicles reached the world's first, with an annual output of 15 million.

In order to achieve the above objectives, China's energy-saving and new energy vehicle development will be easy and difficult, in two steps: from 2011 to 2015, will vigorously develop energy-saving cars. According to the "Plan", in 2015, the average fuel consumption level of new passenger cars dropped by 35% from 2008 to 5.9 liters/100 kilometers. In 2020, the average fuel consumption of new passenger cars will reach 4.5 liters/100 kilometers. It is reported that this goal is already higher than the United States, at the same level as the most demanding EU.

It is recommended to invest huge financial support

The "Planning" also clearly stated that it is necessary to form 3 to 5 new energy vehicle backbone enterprises, and form 2 to 3 backbone enterprises with key components such as power batteries and motors with independent intellectual property rights and strong international competitiveness. The degree reached more than 80%.

Given that the development of new energy vehicles is still immature, it is undoubtedly a faster means to boost the market through financial subsidies. The "Plan" proposes that the central government set up special subsidy funds and grant tax relief. In the next decade, the central government will spend more than 100 billion yuan to support the development of energy-saving and new energy automobile industry chain. Among them, 50 billion yuan is a special fund for the development of energy-saving and new energy automobile industry, focusing on supporting key technology research and development and industrialization; 30 billion yuan is used to support the demonstration and promotion of new energy vehicles; 20 billion yuan is used to promote the focus on hybrid vehicles Energy-saving vehicles; another 10 billion yuan to support the development of the core auto parts industry; 5 billion yuan for the construction of pilot urban infrastructure projects. The Plan proposes to reduce vehicle purchase tax and consumption tax for consumers who purchase energy-saving and new-energy vehicles. For example, before 2015, for newly registered consumers of pure electric vehicles and plug-in hybrid vehicles, the vehicle and vessel tax will be exempted; for consumers who purchase ordinary hybrid vehicles, the vehicle and vessel tax will be halved. For the relevant automobile enterprises, such as the whole vehicle enterprises and key component enterprises listed in the “High-tech Fields Supported by the State”, they will enjoy the national preferential tax policies on high-tech enterprise income tax.

Imaginary cannot be built into socialism

After 10 years, the annual sales volume of China's hybrid vehicles is 15 million?! In 2009, we sold several hybrid vehicles? BYD F3DM sales have not exceeded 100, Toyota Prius sales only 271, Honda Hybrid Civic's 2009 plan is only 300 cars... It is hard to imagine that after 10 years, the hybrid model will achieve a breakthrough of 15 million vehicles in China.

If the "annual production and sales of 15 million hybrid vehicles in 2020" is still a creative "idea", then "new energy vehicles reach 5 million vehicles" is really a genius idea.

What is a new energy vehicle? According to the "plan", it is "pure electric vehicles and fuel cell vehicles". For these models, even the most technologically advanced Toyota, GM, and Nissan are only in the trial production stage.
