Experts at the meeting said that the development of coal chemical industry in Xinjiang has a very clear competitive advantage. From the perspectives of market demand and transportation channels, coal-based natural gas has the most prominent advantages.
First of all, Xinjiang has rich coal resources, concentrated resources, good coal quality, good mining conditions, and outstanding competitive advantages. Xinjiang's coal resources are forecast at 2.19 trillion tons, accounting for 40% of the country's total resources, ranking first in the country. As of the end of 2010, Xinjiang had discovered 257.4 billion tons of coal reserves and 255.8 billion tons of reserves.
Second, Xinjiang has the conditions for building water supply and land for large-scale coal chemical projects. The total amount of water resources in Xinjiang is 83.2 billion cubic meters, with an average annual rainfall of 254.4 billion cubic meters. The total amount of water resources available is 59.6 billion cubic meters. Numerous mountain glaciers, lakes, and rivers create favorable conditions for project development. CNPC is building a third-line West-East Gas Pipeline project. At present, natural gas from a number of coal-based gas companies in Xinjiang has been allowed to enter the West-East Gas Pipeline Network.
Not long ago, China's first coal-gas natural gas transmission pipeline, the Ihoho pipeline, was started construction in Horgos, Xinjiang, and it is expected to be completed by the end of this year and have production conditions. This project will allow the coal-produced natural gas produced in Yili to be transported to the eastern and central regions through the Second West-East Gas Pipeline.
Statistics show that in 2010 China's natural gas production was only 94.4 billion cubic meters, far from meeting market demand. Coal-based natural gas will become an important choice to fill the gap in market demand, which also creates a rare opportunity for development of coal-based gas projects.
China has already approved the construction of four coal gas projects in Xinjiang and Inner Mongolia. Some experts stated that Xinjiang is expected to become an important coal-to-natural gas production and export base during the 12th Five-Year Plan period.
