In the 1980s, in order to solve the problem of the Chinese auto industry's lack of heavy-duty vehicle production capacity, the state set up a heavy-duty automobile industry associate company and introduced the Austrian Steyr 91 series models together with China National Automobile Import and Export Corporation. Austrian side not only provides Steyr 91 series vehicles, but also provides WD series engine products, processes, standards and corporate management and other aspects of technology. In this project, Weichai was assigned to the production of engines.
In 1989, the Steyr engine produced by Weifang Diesel Engine Factory passed the acceptance of the national project, and the designed annual output was 10,000 units, and it began to support the entire vehicle. Since then, the Steyr engine has undergone more than a hundred localization adaptation improvements.
However, since China National Heavy Duty Truck's vehicle introduction project did not pass the national inspection and acceptance until 1993, and the investment has exceeded the original budget of nearly RMB 1 billion, a heavy financial burden and unfavorable market conditions have put the production of CNHTC into a dilemma. Only one engine plant, such as Weichai, which is supported by more than a thousand vehicles each year, is waiting to be fed.
Poor is trying to change
In 1998, Tan Xuguang became the director of the Weifang Diesel Engine Factory and opened the prelude to Weichai's reform. "Let the Steyr originally used for heavy trucks to support construction machinery."
Compared with the hard-to-start heavy-duty truck market, the market demand for construction machinery, especially high-power and heavy-load construction machinery, is rapidly heating up. The Steyr engine precisely fills this gap.

Within a few months, Steyr engines for the construction machinery industry were developed. Nearly 100 species. Steyr, with its advantages of sufficient power, low fuel consumption, low noise, and good reliability, has won the favor of users and soon became the dominant model of domestic construction machinery.
Rebirth changes
From the development of Euro I to Euro II, Weichai basically adopted the combustion performance to draw lessons from Steyr and its mechanical performance was based on my principle of research and development. From 2003 to 2004, Weichai high-speed machine made innovation on fuel consumption reduction on the basis of Euro II, and re-independently developed its combustion performance.
