The "Notice" clarifies that municipalities directly under the central government and sub-provincial cities and prefecture-level cities can apply for the creation of demonstration zones. Cities with similar distances and high industrial relevance can jointly apply for the creation of demonstration zones. The "Notice" requires that the people's governments of all provinces (autonomous regions and municipalities) attach great importance to the creation of demonstration areas, strengthen overall guidance and supervision, and ensure a solid and orderly advancement. Relevant departments of the State Council should extend the relevant policies of market access system reform, fiscal and taxation finance, land supply, and personnel training that have been implemented in the national independent innovation demonstration zones to the demonstration zones.
