The Ministry of Finance and the National Environmental Protection Agency recently approved Jiangsu Province's trial of paid use and trading of emission rights with the water pollutant discharge index as the main content in the Taihu Lake Basin.
According to reports, the Pilot Program for paid use and trading of emission rights in the Taihu Lake Basin mainly includes four items: First, it is necessary to establish the initial price of the main water pollution pollutants in the Taihu Lake Basin, and to use the pollutant discharge indicators as resources for initial compensation; Second, in Jiangsu Province in 2008. The Taihu Lake Basin carries out the initial compensation for COD emission rights and establishes the primary market for COD emission rights. In 2009, the pilot trials of the use of ammonia nitrogen and total phosphorus emission rights were paid in due course in the Taihu Lake Basin; the third is the gradual completion of the pilot project from 2008 to 2010. The dynamic digital trading platform for emission rights has formed the market for the discharge of major water pollutants in the Taihu Basin; the fourth is the development of a total discharge control technology and advanced management system.
It is reported that pollutants such as COD, ammonia nitrogen, and total phosphorus, which are involved in the paid use of the emission rights of the Taihu Lake drainage basin and trading trials, are a considerable part of the pollutants from chemical and papermaking enterprises. According to the Jiangsu Provincial Department of Environmental Protection, in Jiangsu Province, the Pilot Program for paid use of emission rights in the Taihu Lake Basin was determined. The initial price for the emission companies to purchase COD emission rights was nearly double that of corporate governance costs. This means that the forthcoming pilot emission trading will not only increase pressure on the pollution reduction of enterprises, but also realize the compensation for the use of emission rights, and it truly reflects the concept of environmental price that “what amount of environmental resources will be used to pay”. .
