I. Introduction

With the rapid development of China's economy, the traditional extensive economic growth mode has made the contradiction of China's resource shortage more and more prominent, and the environmental pressure is growing. Taking the road of new industrialization with Chinese characteristics, vigorously developing circular economy, and improving resource utilization are the only way to solve the current constraints on China's resources and environment.

The comprehensive utilization of metal tailings is difficult and involves a wide range of issues. It is not only related to the survival and development of enterprises and industries, but also affects the environment and safety. It is a hot spot of social concern. Compared with the solid waste powder coal ash, coal gangue, tailings utilization technology is more complex, more difficult. At present, the comprehensive utilization rate of industrial solid waste in China is about 60%, and the comprehensive utilization rate of metal tailings is less than 10% on average. In contrast, the comprehensive utilization of tailings lags far behind other bulk solid wastes. Tailings have become the largest solid waste with the largest output and the lowest comprehensive utilization rate in China's industry.

The comprehensive utilization of tailings is a concrete manifestation of implementing the scientific development concept, coordinating the harmonious development of people and nature, developing ecological civilization, and building a resource-saving and environment-friendly society. According to the Law of the People's Republic of China on Circular Economy Promotion and the Outline of the Eleventh Five-Year Plan for National Economic and Social Development of the People's Republic of China, a special plan for comprehensive utilization of metal tailings is formulated and formulated, with a planning period of 2010-2015.

The tailings referred to in this plan refer to the solid waste discharged during the metal ore beneficiation process.

Second, the basic status and comprehensive utilization of tailings in China

(1) Basic status of tailings in China

There are 12,718 tailings ponds in China, of which 1,526 are tailings ponds under construction, accounting for 12% of the total, and 1024 tailings ponds have been closed, accounting for 8% of the total. As of 2007, the total tailings accumulation in China The amount is 8.046 billion tons. In 2007 alone, the national tailings discharge was nearly 1 billion tons. The massive stockpiling of tailings brings many problems such as resources, environment, safety and land:

Occupy land

Tailings need to occupy a large amount of land. As of 2005, China's tailings dumped more than 13 million acres of land. With the closure of the old tailings pond, the new tailings ponds will continue to increase, which will certainly occupy more land.

2. Waste resources

80% of China's mineral resources are associated with mines. Due to the late start of China's mining industry and unbalanced technological development, the gap between the selection and smelting technologies in different periods is very large, and a large number of valuable resources remain in the tailings. For example, iron ore tailings of China's total iron grade average of 8% to 12%, some even up to 27%. Based on the current total iron tailings stock of 4.5 billion tons, the tailings are equivalent to about 500 million tons of iron. The gold content in China's gold tailings is generally 0.2-0.6 g / ton, calculated based on the current total stock of 500 million tons, which still contains about 300 tons of gold. Non-metallic minerals in tailings are not only stockpiled, but some already have the potential characteristics of high value-added applications. As technology advances, its potential value will far exceed the value of metal elements. If these tailings resources cannot be recycled comprehensively, it will cause huge waste.

3. Environmental pollution

Some ore in the ore beneficiation process needs to be added, and these agents will remain in the tailings. The heavy metal ions contained in the tailings, and even pollutants such as arsenic and mercury , will flow into the nearby rivers with the tailings water or infiltrate into the ground, seriously polluting rivers and groundwater sources. The tailings after natural drying will form dust in the wind and blow to the surrounding areas, causing harm to the environment.

4. Security risks

Many tailings ponds are overdue or overloaded, and even operate in violation of regulations, making tailings inventory a great safety hazard, posing a serious threat to people's property and life safety in the surrounding areas. Since the founding of the People's Republic of China, there have been many dam failures in tailings reservoirs in China, causing a large number of casualties. In 2008, “9·8” Shanxi Xinxinta Mining Co., Ltd. tailings reservoir collapsed, causing more than 270 deaths, which is a blood lesson.

The comprehensive utilization of tailings is not only conducive to improving the comprehensive utilization of resources, reducing land occupation and protecting the environment, but also a fundamental solution to eliminate the safety hazards of tailings ponds.

(II) Comprehensive utilization of tailings in China

Tailings re-election

Re-election of tailings and recovery of valuable components from tailings are important measures to improve resource utilization. In recent years, due to the rapid increase in the price of metal ore products at home and abroad, the scale of China's tailings re-election has developed very rapidly. Some large-scale mining enterprises have carried out many explorations in the development of tailings re-election technology, which not only improves the resource recovery rate, but also brings huge economic benefits to the enterprise. However, at present, there are problems such as small scale, backward technology, low recovery rate, high energy consumption and high cost in the re-election of tailings in China. Due to the lack of unified planning and management, some even cause serious secondary pollution, or cause damage to the safety of tailings ponds.

2. Tailings production building materials

The main component of tailings is non-metallic minerals rich in resources such as SiO 2 , Al 2 O 3 , CaCO 3 , etc., and one or several building materials can be produced by existing mature processes. At present, there are some mature technologies for building materials for tailings production, but mainly draw on the mature technology already existing in the building materials industry, the original innovation is insufficient, the added value of products is low, the sales radius is small, and the production cost, transportation cost and product quality are not shown. Comprehensive advantages are difficult to promote on a large scale. Some tailings high-value utilization technologies, such as tailings preparation of glass-ceramics, ultra-durable tailings high-strength concrete technology, etc., have made breakthroughs in key technologies and processes, and are expected to become effective technologies for the large-scale utilization of tailings in the future.

3. Tailings are used to make fertilizer

Some tailings contain various trace elements required for plant growth, and can be made into trace element fertilizers for improving soil after proper treatment. In the 1990s, Maanshan Mine Research Institute added magnetized tailings to chemical fertilizers to make magnetized tailings compound fertilizer, and built a magnetized tailings compound fertilizer plant with an annual output of 10,000 tons, which turned the effect of turning waste into treasure. But these are only stuck in the use of a small amount of tailings, and can not reduce the accumulation of bulk tailings.

4. Filling mine goaf

Backfilling in mine goaf is one of the most effective ways to directly use tailings. Especially for mining enterprises that have no tailings storage, it is of greater environmental and economic significance to use tailings to backfill the goaf. The cement filling mining method is now a mature technology, which can increase the underground mining recovery rate by 20-50%, and the ore body below the water body, under the important traffic trunk line and under the residential area can be mined. The ideal cementation filling method can completely avoid surface subsidence and avoid major damage to the groundwater balance.

5. Tailings library reclamation

Reclamation of tailings ponds is an important measure to solve the surface desertification of tailings ponds. The reclamation of the tailings pond not only prevents the sand from rising, but also beautifies the environment and reduces pollution, and has both economic, social and environmental benefits. The tailings pond reclamation has explored an economical and feasible new way for the management of abandoned tailings ponds in China's mining enterprises.

(III) Problems in the comprehensive utilization of tailings in China

1. Low utilization of tailings

At present, most of China's tailings have not been comprehensively utilized, and the comprehensive utilization rate is less than 10%, especially the utilization rate of iron tailings and non-ferrous metal tailings is lower. With the continuous increase of mining resources in China, the discharge of tailings will increase every year, and it is urgent to accelerate the comprehensive utilization of tailings.

2. The basic work is weak and lacks data support

There is no basic data statistics on the comprehensive utilization of resources in China's economic development statistical system, and there is no data statistics on the comprehensive utilization of tailings. It is not conducive to the introduction of scientific policy measures, and it is not conducive to real-time adjustment of policy measures according to actual conditions. The technical standards system for tailings pollution prevention and control is not perfect, which hinders the effective development of relevant pollution control work.

3. Insufficient investment in tailings comprehensive utilization technology

At present, enterprises lack the motivation and enthusiasm to invest in the development of key technologies for the comprehensive utilization of tailings. At the same time, the country's investment in forward-looking technology development in the comprehensive utilization of tailings is insufficient, resulting in the majority of tailings comprehensive utilization technology only staying in simple and easy technology, lacking original technology that can make efficient use of tailings and large-value utilization. Research and development.

4. Insufficient support for existing policies

Although compared with the original mining and mining, the comprehensive utilization of tailings has good social benefits, but the resource quality is low, the utilization cost is high, and the economic benefits are poor. The existing comprehensive utilization policies for resources are not targeted, and the support is insufficient. The enthusiasm of enterprises to use tailings is not high.

Third, guiding ideology and development goals

Gradually establish a tailings comprehensive utilization management system and development model suitable for China's national conditions, which is vigorously promoted by the government, effectively driven by the market, and actively participated by the whole society, promote the development of circular economy, and build a resource-saving and environment-friendly society.

(2) Basic principles

4. Adhere to the principle of adapting to local conditions. Fully consider the tailings characteristics, discharge conditions, storage conditions, consider the rationality of the regional industrial structure and market demand, and adapt to local conditions, implement an efficient tailings comprehensive utilization plan that meets the characteristics of specific tailings and adapts to local conditions.

5. Adhere to the principle of policy incentives. On the basis of various incentive policies for the comprehensive utilization of existing resources, special preferential policies will be given to the current projects and technologies for the overall, efficient utilization and bulk utilization of tailings, and the enthusiasm of market participants for comprehensive utilization of tailings will be mobilized.

6. Adhere to the principle of market orientation. The incentive policy for the comprehensive utilization of tailings should ensure that under the existing economic, technological and social conditions, enterprises have certain economic benefits in the comprehensive utilization of tailings. Give full play to the basic role of market allocation resources, and stimulate enterprises to carry out the internal source of comprehensive utilization of tailings.

4. Key areas, key technologies and key projects for comprehensive utilization of tailings

Focus on supporting the mines that are on the verge of depletion, and build a new comprehensive resource base with the comprehensive utilization of tailings as a breakthrough. 3. Comprehensive utilization of gold tailings

Focus on high-efficiency re-selection of residual precious metals, alternative technology of cyanidation, comprehensive recovery of associated non-ferrous metals, efficient recovery of sulfur resources, high-value utilization of non-metallic minerals, low-cost and high-efficiency cement-filled mining, control of acid pollutant emissions, and efficient recovery of tailings pondså…± and other common key technical problems, built a number of demonstration projects with driving effects. 3. Tailings filling goaf and open pit

Select mines with good technical foundation to carry out engineering demonstrations in three aspects: non-cement filling, open pit backfilling and cementing filling mining in underground goaf, so that filling costs are continuously reduced, and filling efficiency and quality are continuously improved. It is planned to build 150-180 projects with a total investment of about 15 billion yuan.

4. Agricultural use of tailings

The laboratory results and field test results with good foundations in tailings agricultural use have been selected. On the basis of gradually expanding the test area, various crop growth data, soil performance data and environmental ecological effect data are thoroughly investigated and systematically summarized. On this basis, the mechanism research of interaction and mutual influence of various factors is carried out, and the theory of the system is proposed, and the scope is further expanded and gradually promoted. It is planned to build 15-20 projects with a total investment of about 1 billion yuan.

5. Tailings reservoir reclamation

In the iron mine, gold mine and non-ferrous metal mines, the tailings pond with good tailings composition and regional characteristics is selected as the demonstration project for the botany and soil science. As well as comprehensive ecological research, it proposes specific measures to further improve the greening and reclamation, and gradually promote it. It is planned to build 200-300 projects with a total investment of about 10 billion yuan.

The planned key projects are about 500-700, with a total investment of about 54 billion yuan.

V. Safeguard measures

(1) Carrying out statistical investigation work and strengthening the capacity building of comprehensive utilization statistics and evaluation of tailings

(2) Strengthening government policy guidance and financial support

Increase the support for the comprehensive utilization of tailings comprehensive utilization technology. Encourage the task of tailings emission reduction into the assessment of enterprise performance; for tailings output concentration areas and ecologically fragile areas, tailings emission reduction management is included in the assessment system for government work at all levels.

5.
