Strictly punish automobile emission standards to improve air quality

It is understood that the tightening of gas vehicle emission control standards is based on the “Notice of the State Council on Printing and Distributing the Comprehensive Work Plan for Energy Conservation and Emission Reduction of the Twelfth Five-Year Plan” and the “Twelve Five Plan” of the State Council on Prevention and Control of Air Pollution in Key Regions. “Restricted implementation of national motor vehicle emission standards and promotion of environmental air quality improvement process” requirements in accordance with the “Limits and Measurement Methods for Exhaust Emissions of Vehicle Compression Ignition, Gaseous Fuel Ignition Engines and Vehicles (China) "Part III, IV, V" (GB17691-2005) "Specifications for the Implementation of Phase Five Emission Limits for Gaseous Fuel Ignition Engines and Vehicles".

From January 1, the five standards for the implementation of gas vehicles

The "Proclamation" stipulates that as of January 1, 2013, all gas-fuel ignition engines and vehicles produced, imported, sold, and registered must meet the requirements of the State Five Standards, and related companies should adjust production, import, and sales plans in a timely manner. Enterprises producing or importing gas-fueled ignited engines and automobiles shall submit environmental protection type approval applications to the Ministry of Environmental Protection in accordance with the requirements of the National Five Standards, and submit environmental protection production conformity assurance plans, annual reports, and vehicle identification codes (VIN) on time. information. The Ministry of Environmental Protection issues environmental protection type approval certificates to the vehicles that have passed the audit. Automobile production companies, as the main responsibility for the emission control of vehicles, must establish and improve an environmental protection production conformity assurance system, and effectively strengthen the environmental protection standard management, quality control of key components, and vehicles in the production process. Emissions self-inspection and other work to ensure that the actual production and sales of vehicles meet the requirements of the National Five standard. The Ministry of Environmental Protection will adopt regular inspections and random inspections to continuously increase the inspection of environmental compliance of motor vehicles and comprehensively strengthen environmental protection supervision of motor vehicle manufacturers. For those who do not meet the standards, they will be ordered to make rectification within a time limit; if they still fail after the rectification, the model for environmental protection type approval of the vehicle shall be revoked and notified.

Gas vehicles that fail to meet the National Five standard will not be listed

The "Announcement" requires that local environmental protection agencies at all levels must strictly comply with the discharge standards in the work of regular inspections of motor vehicle exhaust emissions and the issuance of environmental protection certification marks. For vehicles that do not meet the standard requirements, environmental protection agencies at all levels shall not issue environmental protection inspection marks, and cooperate with the public security traffic management department to stop its registration in this administrative area. The Ministry of Environmental Protection shall, in accordance with law, impose penalties on the production, import, and sales of vehicles that exceed the standards.

According to the person in charge of the Qingdao Automobile Vehicle Exhaust Pollution Monitoring Center, the next step is that the Qingdao environmental protection, public security, industry and commerce and other administrative departments will, in accordance with the requirements of the MEP’s “Notice”, earnestly do a good job in the production, import, and sales of gas vehicles. With regard to the supervision of registration and other links, the five standards for gas vehicles are strictly enforced, and production, import, sales, transfer, and registration are prohibited for those who fail to meet the National Five Standard.
