Current situation: the proportion of high value-added products is less than half of profitable enterprises

According to reports, Beijing's special vehicles are mainly converted, most companies use FAW, Dongfeng chassis, and the use of local large commercial vehicle group Foton's chassis is relatively small. At the end of 2006, there were 20 profitable companies, which accounted for 48% of the total number of special-purpose vehicles in Beijing. Among them, there were 9 companies with sales revenue exceeding RMB 100 million, 4 companies with earning of over RMB 10 million, and 5 companies with profits above RMB 1 million.

From the perspective of industrial distribution, since the "10th Five-Year Plan", a considerable number of special-purpose automobile companies have moved from the urban areas to the Fourth Ring Road and the Fifth Ring Road, mainly in Daxing and Shunyi districts and counties.

Judging from the market conditions, the sales of Beijing special-purpose vehicle market showed an upward trend, achieving a year-on-year increase of 18.4% in 2005, a year-on-year increase of 46% in 2006, and a small amount of goods sold abroad.

Based on the above data, Li Yuheng believes that the Beijing special-purpose vehicle industry has a certain degree of competitiveness and credibility in the national special-purpose vehicle market, but he also pointed out that at present, some products cannot meet the needs of the Beijing market, and this market is occupied by imported special-purpose vehicles.

Problem: Industry advantages are not obvious. Product competitiveness is weak

Li Yuheng summed up the main problems in the development of the Beijing special-purpose vehicle industry as five points.

First of all, the special car industry in Beijing has a decentralized layout and the industrial advantage is not obvious. The 42 special vehicle companies are scattered in 11 districts and counties in the city, and are subordinated to more than 30 competent authorities. The enterprises are mainly based on independent operations, and there is a lack of cooperation among enterprises. In product development, technical cooperation, host chassis professional cooperation and development, industrial chain construction are very weak, so Beijing Special Purpose Vehicle has not yet become a core competitive enterprise. Second, the scale of the company is small, and the role of industry pulling is not obvious. The number of small-sized auto companies in Beijing is small and their size is small. According to their sales revenue, they rank 12 in the country, accounting for about 3% of total production, and they account for about 1.8% of Beijing's total auto production. This has not led the Beijing auto industry. Third, there is a wide gap between industrial technology, product research and development, and less investment in process equipment, low research and development efficiency, and high manufacturing costs, resulting in a product that does not have an advantage in the cost-effectiveness of the special-purpose vehicle market. Fourth, systems and mechanisms urgently need innovation. The 42 special-purpose automobile companies in Beijing belong to various management departments and their management is chaotic. Many companies have not carried out reform of the company system and the system and mechanism are in urgent need of innovation. Fifth, China's special-purpose vehicle market is not yet mature, and its management policies are not fully adapted to the development of special-purpose vehicles, but also affect the development of the special-purpose vehicle industry in Beijing.

For how to solve the problems encountered in the development of the Beijing special-purpose vehicle industry, An Qingheng, president of the Beijing Automotive Industry Association, gave his own suggestions.

An Qingheng pointed out that Beijing, as the capital city, is China's economic and cultural center and has unique advantages in market and talent. At the same time, Beiqi Foton is the country's largest truck production base and can provide powerful foundation support and cooperation for special vehicles; Beijing's related automotive electronics industry, petrochemical industry, and mechanical and electrical professional industries can all become the basis for industrial development.

An Qingheng believes that Beijing has ushered in the Olympic opportunity based on its inherent advantages. Although most of the construction of Olympic venues is nearing completion, the Olympic Games still have a lot of demand for special vehicles, such as TV OB vans, anti-riot vehicles and all kinds of special transport vehicles, including special needs of some industries, such as road barrier cleaning vehicles, etc. These are high value-added products.

Do a good job in industrial layout

According to Li Wanli, researcher of the Industrial Policy Department of the National Development and Reform Commission, the special automobile industry needs further structural adjustments. The special-purpose vehicle company should develop to three levels: development into large-scale, collectivized, distinctive, multi-species, and high-quantity professionalism. Company. Li Wanli said that the Beijing special-purpose vehicle industry should draw on the successful experience of the above-mentioned regional cluster development to formulate a mid- and long-term development plan for special vehicles suitable for the region.

An Qingheng believes that the government should speed up the pace of enterprise restructuring, guide the integration of special vehicle company resources, promote the cooperation of special-purpose vehicle companies and commercial vehicle companies, support the development of key enterprises, and make them become the leading enterprises in the industry as soon as possible; it is difficult for the backward technology and backward products. Follow-up enterprises should guide their timely exit.
