From January 1 this year, high-titanium slag imports have a tariff number and import zero tariff. What will be the impact on titanium dioxide production enterprises using titanium slag as raw material? What are the positive effects on the overall level of titanium dioxide industry? Reporter: What is the status of titanium resources in China? What is high titanium slag? Why do you have to import high-titanium slag or titanium concentrate from abroad every year?
Yue Wangkun: The consumption of titanium dioxide has become an important indicator of the development of the national economy and the standard of living of the people. In recent years, with the continuous increase in the production of titanium dioxide in China, the consumption of titanium ore has also increased year by year, and the contradiction in the allocation of titanium resources has become increasingly prominent. Between 2007 and 2010, the production of titanium dioxide in China is expected to exceed 3.5 million tons, which is followed by a large increase in demand for raw materials. It is estimated that a total of 8.7 million to 9 million tons of titanium concentrates will be needed in these four years, and an average of more than 2 million tons will be required each year. Although China has proven reserves of 965 million tons of titanium, accounting for 38.85% of the world's total reserves, there are not many high-grade titanium resources that can be effectively used. In addition to the large number of titanium mine production enterprises in China, but the smaller scale, mining technology behind, no matter the titanium ore quality and output can not meet the needs of China's titanium dioxide industry development. If we use high titanium slag as raw material for half of the total titanium dioxide production for 4 years, China needs to import 1.8 million to 2 million tons of high-titanium slag as a supplement to the titanium resource gap. It can be said that China’s urgency for importing titanium ore resources, especially high-titanium slag resources, will continue to increase.
What needs to be specially mentioned is that the high-titanium slag is a high-content concentrate of titanium dioxide obtained by melting the titanium ore by heating in an electric furnace and melting titanium and iron in the titanium ore, commonly known as high-titanium slag. High titanium slag is neither a waste residue nor a by-product, but is a high-quality raw material for the production of titanium dioxide.
Reporter: Which titanium titanium dioxide is more advantageous as high titanium slag and titanium concentrate as raw materials? What is the production of titanium dioxide in foreign countries?
Yue Wangkun: According to the survey data from the China Coatings Industry Association, using titanium slag as a substitute for titanium concentrate to produce titanium dioxide not only saves the amount of sulfuric acid, reduced iron, water, and electricity used in the production of titanium dioxide, but also reduces sulfur dioxide, acidic water, and red gypsum waste. Emissions of substances, etc., can also shorten the process, improve the yield and product quality, and can save the energy and resources required for the preparation of high titanium slag.
It is understood that 80% of foreign titanium dioxide production for the chlorination process, this process must be high titanium slag as raw material; 20% for the sulfuric acid process, this process can be titanium concentrate can also be high titanium slag as raw material. Because high titanium slag has environmental protection and quality advantages over titanium concentrates, titanium dioxide is commonly used to produce titanium dioxide instead of titanium concentrate in foreign countries.

Except Jinzhou one is a chlorination process, the others are sulfuric acid process and the raw materials used are titanium concentrates. In recent years, titanium dioxide production enterprises have recognized the advantages of high-titanium slag, and gradually turned to the production of titanium dioxide with high titanium slag.

Yue Wangkun: At the end of 2006, the State Council's taxation committee announced the tax code number of the high titanium residue and the tax rate to be implemented. It can be said that this is the long-awaited expectation of the titanium dioxide industry. In recent years, with the annual increase in the import of high-titanium slag, some problems have also emerged: Because China does not have a high-titanium residue tariff number, corporate imports are often referred to as “residues†or “unlisted chemicals†because of “unknown†status. The goods are subject to tariffs ranging from 4.5% to 6.5%. Not only that, but also because the name has the word "slag". In some areas, the import of high-titanium slag also needs to be filed with the local environmental protection agency. This will inevitably affect the enthusiasm of enterprises to use high-titanium slag, is not conducive to domestic companies to use foreign mineral resources, thereby affecting the overall development of China's titanium dioxide industry.

China's high-grade titanium ore resources have limited mining capacity and technology and cannot meet the needs of titanium dioxide production. Relying on foreign titanium resources to import high-titanium slag, it is beneficial to fill gaps in domestic titanium resources; the use of titanium slag to produce titanium dioxide compared with titanium concentrate, energy consumption has dropped significantly; titanium dioxide as raw material production of high titanium slag The waste residue, waste water, and waste gas generated will all be reduced, which will not only reduce the cost of post-processing, but also be conducive to environmental protection.
